Subsidized homes
The types of homes that can receive grants from the program are: the house, the building for the part related to a set of apartments in the building and individual apartments that meet the following criteria:

Located in areas with lower price zone1 or equal to 2.100 € / m², as it stood until 31.12.2009.
Bring a building permit. If the building owner does not have a building permit must be submitted by the relevant legal documents to show that the building is legal. For cases in which the building permit has expired or the related files on which can be expected in these legal documents are not readily available, such licenses and legal documents can be produced in the financial institution before signing the loan agreement.
Is classified under the Energy Performance Certificate (EPC) to category below or equal to D.
Has not been found demolished.

Eligible dwelling is the house, the building for the part related to all departments of the building and the individual apartment.

Specific conditions

To qualify a building as a set of apartments in the building, eligible home must be satisfied that:
At least 50% of properties (houses and not) be used as a residence. But do not qualify as eligible property not used for residential (eg shop floor in the building).
Following a decision by the General Meeting, on request by a representative of all owners of apartments with data on the satisfaction of the eligibility of the building, and individual requests from each of the apartment owners, who wish to join the program.
Presented a certificate of energy efficiency on the whole of the building used as a residence.

For each eligible home must be submitted only one application. The inclusion of more than one application for the same eligible dwelling from the same person or another joint owner leads to rejection of all applications.

In the above context can not be submitted more than one application for the same building. The inclusion of several applications for building leads to rejection of all applications.
Testing for compliance with the above terms to all applications submitted to the program.

The proposal (combination interventions) for the energy upgrade, submitted with the application should include the following requirement is a minimum energy objective of the Programme: upgrade at least one energy class or alternatively the annual primary energy savings are greater than the 30% of the consumption of the building reference (kWh/m2).

To check the satisfaction of the foregoing shall materials and systems will be used for interventions to bring energy certification. Note that increased energy savings achieved when the components and electromechanical installations meet individual, after the interventions, the minimum requirements set out in paragraphs 2 and 3 of Article 8 of KENAK in agreement with the provisions of the relevant Technical Instructions TEE (TEE ).
Moreover, building materials and electromechanical systems, for which there is an obligation of the legislation should be marked CE.
Eligible are all materials that meet the above requirements.

The work to be eligible for the program will be derived based on the recommendations of the Energy Inspector and will cover only the following three categories of eligible interventions.

Replacement frames (frames / glass) and placement shading.
Installing insulation in the building envelope including the roof / roof and pilots.
Upgrading the heating system and hot water.

The energy auditor describing the proposals should indicate the specifications and technical characteristics and energy of building materials and systems required for the calculation of the energy balance and control the fulfilment of the above requirements of the program.

Upon completion of the project Suppliers of materials / systems provide Solemn Declaration Law 1599/1986 in accordance with the model in Annex ICH_V – YD material supplier, together with copies of documents certifying the energy characteristics of the material / system and Repair Project Officer Statement Law 1599/1986 in accordance with the model in Annex ICH_A – YD contractor for proper implementation / installation under the conditions set by the supplier and / or the energy auditor. If the workshop of the project coincides with the material supplier, then complete the Statutory Declaration in accordance with the model in Annex IX-C-BR-material suppliers and building contractor (if the same person).

Eligible for the Program shall be costs related to work performed after the issuance of the first energy performance certificate (EPC).

Ceilings for expenditure operations

The intervention categories, subcategories and the maximum eligible expenditure under and energy characteristics, by expenditure category (1A to 3E) are shown in the following table.

In the above expenditure per specific intervention include:

Additional work necessary to complete implementation of the intervention such as scaffolding, plastering, minor jobs to restore the appearance of the item that was interference, dismantling / removal and impeachment, screens, shaping slip basin on the roof, the roof waterproofing, necessary operations and interventions for proper functioning / behaviour of thermal insulation, the roof needed interventions (eg replacement tiles) etc.
Labour costs including any required insurance contributions to IKA building work, based on existing legislation (non-sheltered work), and borne by the beneficiaries of the program as a “developer”.

The above limits eligible costs include VAT, which is eligible for the Program.
